The 8800 GT is still a decent card, especially for $100. It will run everything out now at decent frame rates on a 19" monitor, if his CPU is half decent.
ATI for under $200 - The HD4850 for about $175. But it really only outperforms the 8800GT by about 15% in FPS, if I recall correctly. Check out SKYMTL's 4850 review, he included 8800 GT in the comparison IIRC.
