The sensor movement should be fine, well within the "normal" range. Do both of the core temperatures match (within a few C) or is one crazy while the other seems proper. I know a lot of the 45nm's have screwy temp sensors so that might be the issue. Also, make sure you don't have too much thermal paste, you could try remounting it as well. Only other thing I can think of is maybe an airbubble somewhere in the rad or waterblock. Try tilting your case around and see if any bubbles pop up anywhere. Good luck.

38mm fans will be better than 25mm fans with the same CFM as they will provide better static pressure. Unless he has gotten the lowest CFM fans possible, and undervolted them, that should be plenty for an 8400.
