x48 or p45 for new build?

If I recall correctly (I've given advice on 4-5 builds in the last couple of days), you had picked a Rampage Formula, but weren't planning on overclocking? So I suggested a board which would save you money and still do all the requirements.
Those X48 boards you've mentioned are both good boards, but might not be worth spending the extra money if you still don't plan on overclocking.
As for velociraptors, if you have an unlimited wallet, go for it. But you likely would not notice much improvement in day to day tasks unless you are copying large files on a regular basis.
Well exactly what he said, I'll just add one thing, Raptors are good, but those new 2 platter hard drives like the WD or Seagate 640Gb, why not just get 2 x ITB hard drives and RAID them.
