What model is it ? Some older models have a BIOS update to improve the fan profiles. For recent ones they are already patched - I have my 8800GT (BFG) OC 512MB and never had to touch the fan - It's optional, but you can get up to 10C on average cooler at full load with 100% settings, although not required, the less heat inside your case the better. If you notice your temps going up in the 90s~100s, it's a good idea to raise it up - I've tried mine at 100% just for testing purposes and I could hardly hear the fan - during a game all sounds overpower your fans - :D
If i'm not mistaken the 8800GT GPU is rated to 105C before the card throttles down, someone correct me on this, could be rated actually much higher than that, but those are conservative figures. Based on my own judgement I would say keep them <100!
