Hey Shadow,

I think you're a little confused at what reencoding is capable of. Bigger file size doesn't equal better quality. To get more quality into an encoding you have to use an original source that has more quality than what you're outputting to. If you have a poorly encoded 640x480.mp4 the only way to make it better is to obtain the original video file / DVD / BluRay and reencode it back down to 640x480 using different settings.
