with the speed of memory these days, unless you're overclocking, there's not much to gain I find from lower latency ram. Best bet is to look at your motherboard specs, and see what the fastest ram it supports is and go for that in whatever capacity you want.
I find 8gb is the sweetspot these days for most people, not myself, I run 16gb because I know I use it. I have chrome using 5.8gb of ram alone right now
for brand recommendations, any of the common names really, I find myself buying either kingston, corsair, and g.skill, though I did get a mushkin kit recently enough. Whatever you get, look for lifetime warranty, which most decent ram these days tends to carry
