Someone with more experience in the area than me can chime in, but I believe you would be able to go to a non-amd system without re-purchasing windows (you may have to call to get it sorted out though). If that is the case I would go to i5 ($180) a budget board for $80, and drop the graphics card to a gtx 650ti (since she only plays wow and is at a low resolution). That should be around the same price point.

If you decide to stay on the amd side of the fence ncix frequently has the x4 965 on sale for $89.99. And I would personally still use a gtx650ti at her resolution and requirements.

Try and get some 1600mhz ram, since you can usually get it for the same price (or very close).

Amd and nvidia are releasing the hd 7790 and a revised gtx 650ti respectively soon and may be very good options for this build.

Lastly, a gtx 460 is a touch faster than a 550ti, but it won't be night and day.
