A limitation of the software. ie, not optimized for the hardware. I can run a modded Crysis faster than a modded Oblivion in some scenarios.
Ticks me off when I lose 20FPS just talking to someone in Oblivion. Doesn't matter much when I go from 70 to 40 FPS game-wise but the thought of how lazy those code monkeys at Bethesda were.
