Do you want Windows to load faster or the games?
If you only have a few games, try to find a way to install Windows + Steam on SSD and move everything else onto a separate hard drive.
If it can't be done then decide based on what you wait most often. Personally I rarely turn off computer so I don't need Windows to be on SSD (although it is.) but games are something I have to load every time I play so it makes sense for me to put games on SSD if I had space constraint.
