So it's confirmed that:
1: This is not a simple bios option problem.
2: The dvd is spinning in the drive.
Here are two things you can check
1: Re-seat (unplug then re-plug) the data and power cables of the DVD drive.
2: Try and get your hands on another dvd drive. They are literally 20 bucks at my local memx.
If that doesn't work, try this:
1: Plug the dvd drive into a different sata port on your motherboard. Perhaps there's some funky sata 3.0 controller that doesn't play well with you dvd drive. Try and plug it into a sata2.0 port if you have any (dvd's aren't bottlenecked by a sata2 connection).
