A couple of things to check first (I am thinking you already have):
1. USB drivers for the device (ie. samsung USB drivers for win 8)
2. Permissions at work (ie. a policy that prevents installation on the machine itself, or a firewall that prevents Windows from getting info about the device when its plugged in)
