Ready built NAS boxes are great if power is a concern or you don't already have the parts kicking around. I would suggest because you have the parts build a server out of your PC parts. Home Server is actually pretty decent as well and is priced in such a way that its hard to say no.
I would stay away from windows 7 and 8 for a server, it will be more of a head ache and WHS is 1/2 the price for more server capabilities.
