Could it be that the 3rd drive has some of the local security permission settings messed up?
In security permissions, if you don't have read and execute checked, you may not be able to run exe files from that drive.
Try this: In My computer, right-click on the 3rd drive. Click properties. Click the Security tab. You should see accounts. Click on the accounts (like Administrators or Everyone) and check the permissions. The Administrators group normally would have full control (so read and execute permission will be on).
Note: Be VERY careful when changing these permission. In theory, you can lock yourself out of the drive by accident.
