I don't have any first hand experience with a variety of monitors, but I'd definitely say go IPS. I currently have an LG IPS236 that performs perfectly for gaming. For a low end IPS panel, I haven't seen any ghosting. (The stand is pretty bad though...only downfall in my eyes) Sadly I can't really find it anywhere anymore. Hopefully someone else can chime in on suggestions.
