I would agree with LoTech, there have definitely been some low PPD GPU work units coming down the pipe lately, so that could be part of it but it does sound like something else is going on. I too would suggest checking to see if they are running at 100% and I would also check the temps... I've seen instances when you add a third card that the temps go above a critical threshold so they then downshift (of course that depends on the settings you are using)
