I have it stable at 174x23 as stated above. I brought the cpu voltage down to +0.14 and temps are much better. Any lower and the system isn't stable. I bumped the qpi voltake up to 1.40v to help with stability. This board seems to prefer high qpi. It goes up to 1.52v before going into the red zone so I am well within limits. Now that I have it stable I turned the c-states back on to cut down on power usage and heat.
CPU @ 100% Load = 77'C(30mins prime95) 4002ghz 23x174 1.32v
Much better than before.
