Yes, CM Hyper 212 Evo is dirt cheap but very effective cooler. ~70 °C isn't too hot, plus I don't think that IRL you'll stress that CPU as much as IBT. If you want lower temperatures you could try and find lowest stable operating voltage for CPU.
