I don't have enough info to help you with your issue. Not sure exactly what you mean by on or off, so you can't adjust the speed from the fan controller touch panel? You installed and ran the recon service as administrator right? You also plugged in the correct USB connector? There's two on the Recon, the one at the very end is a passthrough only, so you'll need to connect the middle one to your board.
