I don't know for your particular board, but there is several options you can tweak that will alter the speedstep...so reset your board's settings and start again...write all settings down...there is a right combination of settings that will OC with the downclock working proper....

On my Asus board/2500K, I disable all that, and I get a steady 4.5Ghz clock even at idle...I prefer it like that myself....

Remember, lowest temperature and lowest voltage for a stable OC is what's matter...

I find the downclocking features are nice for laptops (to save every bit of electricity), but for an overclocked rig, I find it's ALMOST pointless.....
