A. Fox news is garbage
B. well Mars does not have plate tectonics so it would be possible that all the water could be held below the surface of the planet in deep sediments or even caves deep in the planet. If there is water on Mars it is unlikely that we would be able to find it since it has had 4.6 billion years to make it's way below the surface.
