GPUs are constructed in such different ways that you can only use core clock to compare two cards that use the same components (e.g. comparing two different GTX 570 cards). GTX 460s and 560s are especially treacherous because there's so many models - the little "Ti", 448 core, and "SE" make HUGE differences in performance that pretty much negate any differences in core clocks.
