Since my original posts were lost during the downtime...
I think you actually need to bump up the clock speeds along with setting the power target to 135%. Running just the power target only means that both cores will run at the maximum stock "boost" frequency. Otherwise it seems core 2 always runs slower.
Overclocking definitely has some benefit though as 3DMark11 showed gains:
