Default Solved

I switched the 2 PCI-E GPU power connectors into the other 2 PCI-E GPU modular power sockets that the PSU has, and now it is completely silent. Problem solved.......unless I go with SLI down the road

This seems like a weird problem, and one a PSU shouldn't have, but the PSU is completely silent now so it saved me an rma. Why a power socket should whine and not the fan is beyond my pay grade. but i had a feeling it was something to do with the video because it got louder the more video stress was put on the PSU
