So you're saying your ISP speed is 10 Mbps and you're getting speeds on speedtest that says 1.5 Mb/s or 1.5MB/s? If it's the second one then that's accurate to a 10 Mbps ISP speed.

ISPs tell you speeds in megabits per second, some places will tell your download speed to be megabytes per second. Roughly divide the first by 8 to get megabytes per second.

If it's not a case of wording, try downloading a driver from nVidia, I've found that they typically can give you your max internet speed when downloading a driver from them (Verified for up to 75Mbps)
