The big concern I would have about limiting the PSU fan to such a low RPM is it may not get the air flow it needs under a heavy load and you could damage the PSU.

My Corsair AX850 fan doesn't even run when my PC is just idle. Once it gets to around 50% load or so, then the fan starts to rev up. IIRC, alot of the 80 Plus Gold/Platinum PSUs are like this...since they are so efficient, there's very little waste heat.

I'm not sure if you'll be able to get one on your budget, but if you want to keep things really quiet, it might be worth looking for a PSU with a fan that works similar to the AX850 I have. :)
