there is no real world difference. if you want to split hairs NO... infact water cooling adds heat to the room. why? its a simple power calculation. a water cooling rig consumes more power than a non water cooling rig by nature that there is more equipment to power. every milli-amp of power consumed untimately gets converted into heat.
