Ya still way way to high, i use an RX360 to cool my 950@ 4.2, and my load temps are about 52C after folding all night long(3 GT AP-15 pushing), i would definitely check the thermal paste contact to see if it was good. Mine is also quite a bit bigger chip, and also yours is a 95watt chip, mine is a 130 watter so something is for sure not right with your cooling.
