By the sound of your post you are still content with the 470 performance, so I also vote to try and fix the problem. As mentioned above, give msi afterburner a try to make a fan profile that keeps your card cool, but still gives it the cooling it needs to keep temps in check. Another option could be to consider an aftermarket cooler to get you by until you need an upgrade.
If you do want an upgrade then a any of the 580 mentioned will serve you well, but the gigabyte windforce seems to be getting praise for being quiet lately (the version with 3 fans on top).
