I say invest on the highest card (6970) as it will give you better performance than the 6870. 6870 is considered to be a mid range card and the 6970 the best single GPU card that AMD made.
Edit: This is to avoid any possible (driver) problems you might encounter with CFX, But if you want higher scaling take the risk and go for the 6870.
