I would assume that getting the Core i3 2100 means that you would eventually upgrade it to a Core i5 2500K, Core i7 2600K or Core i7 2700K in the future as the Core i3 2100 is locked and overclocking is not possible, even a mild OC is not possible.
I am not too sure which would be the cheapest but I do know that the ASRock Z68 Extreme4 does offer good value for the money considering that it is a full featured board. Not necessarily the cheapest but it offers good value when you want a platform that is good enough for an easy 4.5GHz overclock and has SLI/Crossfire support.
