That TDP dropping with ivy bridge tells me that Intel is just enjoying the lack of performance that bulldozer offered and are keeping clocks lower than they could be to have low power consumption (rather than keep the same TDP and have a larger increase in performance). I expect a small improvement over SB, but with lower power consumption. Could be some massive OCing headroom if that is the case.
