I guess my question is because I don't quite understand this "tuning" deal...

I obviously haven't done any research into the tech, but it seems to me that a person would want to have the maximum temperature at which their CPU will post, but it also makes me wonder if it can be "tuned" for room temperature which (in my mind anywise) would offer better-than-water OCs, but not build up condensation due to a major difference in temperature between the cpu and ambient air.
