 Change in p6903/p6904 deadlines.

In response to donor feedback that the deadlines were over-generous for 12-core machines, we are shortening the preferred deadlines on projects 6903 and 6904.
The new preferred deadlines are 5 days for 6903, 5.6 for 6904. Final deadlines and k-factors remain unchanged.
