Hello user whom is a 1/2 hour away from me.
I own the chip & i got 4 ghz easy by doin as you have listed accept as follows:
cup ratio: 20.0
CPU bus freq: 200
cpu\nb freq: 2400
ht link: 2600
cpu pwm : auto
CPU LLC: auto
Cpu/nb llc : auto
cpu volt: 1.45
cpu/nb volt : 1.41
You will need at least 1.45v on the cpu cores themselves, default the rest of your settings, then once your multi is set to 20x work on your cpu/nb frequency bumping it up till its not stable. thats how I have mine as seen in the following pics:
