Yes, TekSavvy provides DSL services, as well as home phone, however you do not need the home phone to get DSL. They sell a dry loop DSL service, which is slightly more than the regular DSL, and is specifically for those "spare" phone lines.
You could also get two dry loop DSL services and bond them together using MLPPP ($4 a month extra from Teksavvy), giving you what you have now (albeit at a much higher price then the regular dry-loop service since you're paying for two).

I'm happy with my DSL from TekSavvy (would like more speed, but who wouldn't?), and would definitely recommend them.
