For a setup with a single 3870, a 1000W PSU is pretty heavy overkill. In fact, I'd consider it overkill if you had two of those cards. Dropping down to a 750W PSU would save you some coin, and you'd still have plenty of power for a second card in the future.
And yeah, an AC7 cooler would be a nice cooler to fill the gap between now and Water-cooling, without hurting the pocketbook much. The only thing worse than a stock cooler is a smaller stock cooler.
