Actually, no he's not. Posts in Off Topic and BST do not count toward your post total.
The reason behind the minimum post requirement is to limit threads in the BST area to members who actively contribute to the board. The BST area is maintained as a "bonus" for our regular members. We are not Redflag, Kijiji or Craigslist, nor do we want to be.
