I don't think the Deneb chips usually do much more than 4Ghz and from what I understand some even have trouble getting that high. As for the H70, it is an advancement over the H50 but it is still in the same cooling class as the best air coolers. I used to run an H50 on my i7 860 but it ran into high to mid 70s under full load at 4.2Ghz, which is no better than my Noctua. I have it under a full water loop now and it doesn't even crack 60C. I think you are probably right about normal with those temps at those clocks for the H70. Don't know if you already do but you can gain a couple of degrees by setting it up in push/pull or if that is standard on the H70.
