Default BIOS & CPUID show different CPU Frequency

Anyone heard of this happening? I've been fooling around with a Pentium 4 641 chip and managed to get this validation

CPU-Z Validator 3.1

The problem is that the BIOS shows the frequency of 325 x 16. I can't seem to raise it (according to CPUID) above the shown 315.86 no matter what changes I make. Could the board be hard limiting the overclock in this manner? Any ideas?
