Yes but the TIM is still adds some thermal resistance to the system. Making the surfaces mate better together means the TIM is MUCH thinner and thus has less thermal resistance to get the heat out of the chip and into the cooler.

There is the risk of pooching the chip but it's minimal to nonexistent if you are careful of what you're doing. Of course iv voids the warranty but most clockers/modders are used to voiding warranties on equipment 15 minutes after they get it.
