I said that when the first rumors of "1GHz" pre-overclocked HD 5870 cards came about and I have been saying it ever since.

The maturity of a process can sometimes decrease overclocking potential simply due to less leakage in the chips. We all know (and is evidenced by AMD's TWKR CPUs) that higher leakage parts can sometimes overclock higher as long as cooling is sufficient.

We have also seen manufacturers using less voltage than what was originally specified on the reference designs. This of course will limit overclocking as well.

What I can tell you without a shadow of a doubt is that newer HD 5770 cards consume less power than the launch samples I have. It isn't anything extreme -about 3-10W - but there is a difference.
