Troubleshooting these kinds of errors is one of the toughest tests you can do unfortunately, unless you have fully working parts from another rig to swap them with and confirm.
I tried booting the machine with no ram, 1 stick of ram in slot 1, 2, 3, 4, 5, 6, and three sticks in slots 1,3,5. I also tried using a x800xl instead of the 4890 and tried using no video card at all.

Still get an FF error right off the bat.
