Yes, the card you pointed out (ZNF9) overvolts by software, and is using Volterra voltage controllers.
BUT!!!!!!!! It's the one that is not in stock! I bought mine from NCIX a month ago and they had only 10 cards that sold within 24 hours and they never got more in. There is a waiting list at NCIX for people that want that card (reference design, volterra VRMs) They sell another one with the fan centered in the middle of the card (non-reference design) that doesn't overvolt (no Volterra there).
