We do that sort of thing on another forum that I participate in. Once it starts getting a bit old it gets updated, but not on a set schedule or anything, call it semi-yearly. When it's time for an update, the various components are discussed in a staff forum, once there's some form of consensus, then it's posted in a sticky. Somebody looking to build can look at what's in their budget and performance range, then work on changes to personalize it to suit their needs, whether that's trimming the budget or increasing performance. Of course, both would always be nice, but that's a tad difficult, considering most of the fat has already been trimmed.
