are you sure that the rad is full of fluid, not air pockets. this is the issue top mounted rads a bitch to bleed. best remove rez an lay case on its side having rez higher then loop, run/stop pump only. with cap opened to allow air escape, if rez drops level means the air pocket been released add fluid

note: do not hold rez over over case opening in case it drips use a folded towel below to catch

the black tubing is hard to see whats going on within the loop. imho
