Well, pre-orders of L4D2 and Borderlands were also possible in a 4 pack the same time they were available. I doubt that Steam's going to magically pull a 4 pack outta their ass come near launch day.
As for the name transferring or not, I believe it's not going to because the beta stats aren't, so why would they keep the names?
