1) Depends on your budget. If you're trying to save money, go with one of the OEM models. I have an SS-400ET running in another rig and it's a perfectly good PSU.

2) The fan controllers are probably configured to favour lower temperatures rather than low noise, but they are still very quiet.

Newegg and NCIX both sell a few models, and there are probably plenty of other retailers who do as well.
