lower timings are better, but less stable.
as mentioned, obtaining a higher clock is better then adjusting the timings.
though if I'm not mistaken, adjusting the first timing (tCL or CAS latency) has the most effect (I could be wrong)

the best ratio is the one that makes your ram go the fastest without crashing :P

what speed is your ram stock?
