Yup, thats the reason for sure. And they're right about how its odd. When you see a low upstream like that on a beautiful short loop you know something is fishy. Hopefully the bell guy can sort it out and its not the wiring with the building. Otherwise you'll be stuck with a 300 k upload, since thats their next profile down.
