My thoughts:

Is it going to be OCed at all? If not, just stick with stock cooling. If it will be, go a bit higher and get the Hyper 212 Plus.
I'm skeptical of the PSU. I'd try to get Corsair, PC Power and Cooling, Seasonic, something like that.
You might instead consider going AMD and getting a PII x4 or a AII x4 (depending on how fast it needs to be and budget) along with a 790GX or 785G board, for the onboard graphics. Since he won't need them, might go that route.
Good choice on the PSU, but I've found the 640 isn't usually much more. Might check prices on that.
I, personally, REALLY hate the Antec 300. As far as I'm concerned, if you're going for a low-budget case, get the NZXT Beta EVO or Gamma. Period. Add a fan up front if you're concerned about HDD temps. Yate Loons can be had for around 6USD.
